Illinois Vehicle Code TINTED WINDOWS

(a) No person shall drive a motor vehicle with any sign, poster, window application, reflective material, nonreflective material or tinted film upon the front .... have been issued pursuant to subsection (k) of Section 3-412 of this Code, and which:

Tinted glass that was originally installed by the manufacturer on the windows to the rear of the driver's seat, a nonreflective tint that allows at least 50% light. Windshields and safety glazing material in motor vehicles. Tinted glass that was originally installed by the manufacturer on the windows to the rear.

Windshield: Non-reflective tint is allowed on the top 6 inches of the windshield. Front Side windows: Must allow more than 35% of light in. Back Side windows: Must allow more than 35% of light in. Rear Window: Must allow more than 35% of light in.

In the state of Illinois you can't use just any window tint film. Source: Illinois Statutes – Vehicles Code Chapter 12 Article V – Glass, Windshields and Mirrors.

However, tinting is not a moving ordinance but an equipment ordinance (Chapter 12 of the Illinois Vehicle Code) thus Chicago is not exempt from the law.
